Universal NVIDIA vbe function 0A fix for gtx 9xx+ for DOS (Announce)

Good news for owners of newer nvIdioted VGAs. This utility reimplements VBE func 0A for PM calls by code dumped from older not-nvidioted-yet BIOSes. It also fix crippled behavior of other VBE funcs and increase compatability with older DOS games and can speed up VESA banked modes in PM by many times.

I did a quick test with RTX 2060 and Duke3D. I do not see more flickering during play but anyway the speed is low. (I did not count the FPS but not much). The MSKVBEF7 by Falcosoft works in this manner better.
But I plan to test it in more games.

Hm, I though this utility should do same + more than MSKVBEF7 but it could be possible load them together. Also NVUVAFIX has some commandline switches so you can try...
