FAT32 format error (Miscellaneous)

I tried in Windows 10 to Format ~100GB unallocated memory on a USB stick (prepared with FreeDOS as a BOOT disk) and after a very long time CMD DISKPART FORMAT fs=FAT32 gave me the error

Virtual Disk Service error.
The volume size is too big.

I thought one could have FAT32 volumes up to 2TB.

Within pure DOS-like environment (eg FreeDOS) - does anyone know if the FORMAT will handle 100GB FAT32 formatting?

I can supply more details re my attempt in Windows.

Before I close down my computer, is there any way of "fixing up" the non-formatted partition, eg with a HEX editor or something?

It seems to be M$ intention-bug since W2K/XP, hehe still persist in W10, LOL :) It's just a limitation of windows format utility, so use any other capable tool, e.g. mentioned fat32fmt
