The last upstream version is 3.1.1 from june of 2024:
https://github.com/dillo-browser/dillo/releases/tag/v3.1.1

It's just that none picked up the whole Nano-x for DJGPP + Fltk 1.3 + various Fltk apps "framework" after Georg Potthast dropped it.

If someone is interested in updating the things, the best bet is old Google Code page site (while it still exists). Don't get overwhelmed with the number of different files.

I'm pretty sure you only need two things:

The very first file uploaded by Georg was nanox-dos-src-170911.zip from 2011: https://storage.googleapis.com/google-code-archive-downloads/v2/code.google.com/nanox-microwindows-nxlib-fltk-for-dos/nanox-dos-src-170911.zip. That contains the inital port of Nano-X + Fltk 1.3. There is also a document that documents how Georg ported the stuff to DOS at .\microwin\Nano-X-2.pdf. The root of the archive also contains a Readme file that should get you started.

There is also a copy of his DJGPP folder from 2012 that was used to compile stuff: https://storage.googleapis.com/google-code-archive-downloads/v2/code.google.com/nanox-microwindows-nxlib-fltk-for-dos/djgppn.zip. This should also include all the other things including nano-x, fltk, wattcp and openssl (which is out of date, so it should be updated).

Georg didn't post the source for Dillo. If you are lucky that might mean that the build is straightforward and you only need to run configure script to generate a makefile. That can be very slow on DOSBox or on machines weaker than Pentium. DOSEmu (Linux only!) will work much better. Check out DOSEMU2: http://dosemu2.github.io/dosemu2/.

Makeing a more modern toolkit or a cross-compiler and updating or porting the newer versions of libs might be much more involved. But, if you are lucky, it might be small enough for a weekend project. If you are unlucky you are going to end up debugging what and why it doesn't work for several days until you (hopefully) get it to work.

Does it worth over DOS links? Under DOS I use only DOS links as it can handle relative well also some modern websites... e.g. compared to Arachne that is pretty deprecated, didn't test Dillo for a long time...

There are not much changes between 3.0 and 3.1. It added SSL support and the support for floating elements. But it was mostly bugfix release.

Although I think Georg's port already had some kind of SSL support. So, I'm not sure what exactly is new in 3.1 on that front.

I can't judge if it's better than Links. Dillo is more graphical and Links is more "textual", even in GUI mode. Both should work on similar sites and should not work on overly modern sites. That said, I think Dillo does have some support for CSS which makes it show more faithful layout and colors. Can be important on some sites. That is, if they don't use too much JS mumbo-jumbo for dynamic web site elements.

Btw, Dillo.org is not under control of the devs anynmore, it's been taken over by rogue spammer while the project was in a serious lul (2018-2020). You can read more about that here.

TLDR, it seems that one of the main developers passed away in 2016 which made the project stop for a while. It picked-up in 2021, although very-very slowly.

The new url is: https://dillo-browser.github.io/

Btw, Linux version supports plugins. I don't remember seeing plugins in Georg's port. Might be new?

For example, gemini support plugin:

That one might not work as it was implemented as a BASH script with a healthy dose of awk. But this one was implemented in C:
