I misremembered that you listed this bug with loading 4DOS on one of the FreeDOS mailing lists. In any case, I reported the bug to https://github.com/FDOS/kernel/issues/121

As a workaround, you can use shell=\4dos.com. If you already had the wrong line read, entering 4dos.com at the "Enter the full shell command line:" prompt also works.
