KBFR - French keyboard driver - Public Release (Announce)

KBFR v2.0 released.

It's practically unchanged from the last "beta" (1.98), but updated docs
(French and English) and packaging.

The scoop is for you guys, if you have /any/ remarks please speak up now before I let this thing loose in the wild !

In a few days I'll advertise on MSFN and possibly other more public venues.
