It isn't that simple - and it requires a cooperative DOS which knows what to do when an INT 19h is issued. IIRC some adjustments were necessary for the FD kernel to make it compatible.

Even with a cooperative DOS kernel the fast reboot isn't fool-proofed, probably because some BIOSes will expect certain values in their (extended) data segment inside the INT 19h code.
