Actually, not. Windows only has one keyboard and one mouse, and all of the physical (and virtual) devices are "merged". A specific application can bypass the standard Windows drivers and use Raw input, where it will accept input from only one specific device. Christian's concept of two mouse cursors for Windows certainly seems possible, but I've never seen an application that does it (it definitely would be non-standard).
