For anyone else interested in helping, note the missing step in bold below:

xdef b
> oc b def
> oc a
> hackomf a.obj
> valx a+b+term+sys;
> echo (ignore warnings)
> a.exe

xdef comes with the compiler and generates .dfn files like this from the .MOD source files:
DEFINITION b ; (* 18 February 2012 16:39 *) IMPORT Term; PROCEDURE World; END b.

VLX also requires DOS32A
