On your FreeDOS/Win98 machine: I didn't really expected the game to run properly under Win95/98. But in FreeDOS alone (I assume you boot directly into FreeDOS, it should run - I never tested it on FreeDOS though)
Have you tried replacing the built in DOS32A extender with DOS4GW? It doesn't work in DOSBox, but maybe it works for you. Just copy DOS4GW.EXE into the game directory and run DOS4GW GATES.EXE
