according to https://github.com/troglobit/zoo/commit/42f8d94ad942df4d45758fc999204427a8471e07 , it goes public domain now.
but in this repo there is no more Turbo C++ makefile,
I asked but author has no intention for this. he said people can fork it and bring it back.
