Yes, and also his XFILE utility. But, apparently these don't patch DOS directly. I do not believe he made a general patch for IO.SYS which on-the-fly 'translates' negative signed 32-bit filelengths into unsigned lengths. Dealing with the special case of "-1" as the only valid negative filesize. That's what FILE64 does, but only in a Win32 environment, to enable FAT32 file sizes > 4 GiB. But, only for Windows, and apparently not for straight 16-bit DOS, unless I've missed something...
