Actually, 1986 would just be when the implementation
is done.

Academia could have predicted (in 1981 or whatever)
that there would be a 32-bit CPU coming out in due
course and this question would need to be answered.

They could have answered it, and maybe even written
the code, including on an emulator, so that as soon
as the exact instruction set was known they could
modify their compiler and have executables ready
a week after the Compaq hit the market.
