Several OSes (including OberonOS, which had no subdirs) used filenames limited to 32 max chars. (I may also vaguely be remembering ISO 9660 here.) That seems like a good amount for reasonable use, well at least "better" than 8.3. (I guess 160 kb floppies might disagree, but those were quickly upgraded to 360 kb.)
