Tcl 8.6.15 for DOS (Announce)

Tcl 8.6.15 built with DJGPP. Includes Ck and Sqlite. Lightly tested on DOSBox and FreeDOS.

Updated to libtommath 1.3.0
Updated to sqlite 3.34.1
Includes several crash fixes
