I thought the whole point was to run DOS.

Unless DOS happened to be written a certain way,
you need to supply DOS with everything it needs.
You can't deny DOS the instructions it needs
to operate! If you're going to stop DOS from
working, you don't need any special mode - you
simply say "you can't run DOS anymore".
