Somehow I missed this, but there is indeed "makewatcom" in the sources. (Seems he was using OW 2.0-pre for "NT" with "wc386". His path has "BINNT64" in it.)

But no, I haven't tried rebuilding it yet. I'd probably prefer trying old OW 1.9, honestly.
