DOS ain't dead

On 09 May 2021 Hampa Hug released a new "pre" version.

Some of the changes in 2021:
lib/load: Open binary files in binary mode
lib/thex: Fix checking of 16 bit addresses
ibmpc: Update the preassembled pcex bios extension
8250: Deassert IRQ on reset
8250: Only force a TBE interrupt when actually enabling the interrupt
8086: Allow interrupts only if IF was set before and after the instruction
This ensures that instructions like popf or sti that set the interrupt
flag are not immediately followed by an interrupt.
ibmpc: Add new config file option "cga40" to start up in CGA 40 column mode
ibmpc/pcex: Remove unused interrupt handlers
ibmpc/pcex: Unmask DMA channel 0
ibmpc/pcex: Correctly initialize CGA 40 column mode
pri: Include track number in error messages
psi: Add more file sizes to geometry mappings
