Regina Rexx 3.9.5 is dated 25 Jun 2022 and the DOS file below was released on 23 Aug 2022.

N.B. A quick peek shows that it's apparently built with OpenWatcom 2.0-pre. There are two .EXEs, and I assume the larger one includes Regutil statically linked (although I think it's very incomplete). External data queues are no longer included (nor probably useful).
