I doubt about DOS driver for any smartphone.
But you could try to use some wiki-ethernet bridge. Look for example at Vonets VAP11G.
Just use your smartphone as a wifi hotspot and connect it with Vonets and plug into your PC.

I use an access point to connect my DOS laptop to WiFi anywhere (as a wifi to ethernet converter). I can tether my internet via a mobile phone and use it from DOS if necessary. It is also good to share my phones content over FTP or I can even send data and simple commands (e. g. callto: or SMS protocols) with well defined batch scripts on DOS using mTCP library to share automatically generated html files containing phone numbers and SMS texts. When the phone refreshes the previously defined address, it downloads the document and processes its content immediately. So the drivers probably don't exist, but you can workaraund the problem. :)

DOS isn't about why. It's about why not.
