IBIBLIO is dead (Miscellaneous)

You are right. HTTP works, but something is wrong with FTP.
I used FileZilla (usual port 21 and passive connection) and
these are its connection status messages:

Resolving address of ftp.ibiblio.org
Status: Connecting to 152.19.134.40:21...
Status: Connection established, waiting for welcome message...
Status: Insecure server, it does not support FTP over TLS.
Status: Connected
Status: Retrieving directory listing...
Status: Server sent passive reply with unroutable address. Using server address instead.
Status: Directory listing of "/" successful
