This might be true for some old DOS versions.

I think no, it isn't available. AFAIR this feature is implemented by COMMAND.COM, which isn't even loaded at that point. So I also doubt that redirection will work if your TSRs are loaded with CONFIG.SYS's "INSTALL=" command.
