Note that the page you linked lists sys {{d:}path} d: {bootsect {BOTH}} {BOOTONLY} {switches} (I replaced the brackets by curly braces so as not to confuse the forum's bb code parsing.)

That means it is valid to specify only one drive letter (the target). This usage is the same as allowed by MS-DOS's SYS.

Also, this page is not up to date with modern FreeDOS SYS's options and all.
