RDRVSX32: FAT32 RAM drive for HimemSX (Announce)

I've kept it simple and fixed it at a 4Ki cluster and 1 FAT. I don't intend to support FAT32 image files, so I don't see a need for anything else.

FAT32 places the root directory in a cluster, so it will expand as necessary.

The possibility exists, but I won't be the one doing it. :)
