I downloaded it when it was possible but it was quite useless for me. It has support only for few chips. I remember it didn't work nor for SB Live! nor for my VIA 82... chip.
It is some kind of sound library, not TSR emulation drive.
So I deleted it.
Maybe you could send a personal mail to people from former SciTech.
