I believe the kernel mainly runs in the userspace process of the dosemu2 instance, and interfaces with the 86 Mode of the dosemu2 machine. This can be true V86 on 32-bit hosts (so fdpp is actually 32-bit then), or it can use KVM or its CPU emulator to run the DOS applications. dosemu takes care to set up the environment.
