I made my own DOS implementation (Announce)

The supported CONFIG.SYS directives are currently not very well documented. Basically SHELL means the user interface to be loaded (same as in MS-DOS), SHARGS means the args for the shell and DRIVER is for loading and running some programs (for example TSR drivers) for initializing the system before running the shell.

You cannot just load an operating system with any bootloader. The bootloader has to support the operating system that is going to be loaded.
