not exactly. operating system that is mostly compatible with the documented DOS API is not yet another DOS. a LOT of DOS compatibility is about the undocumented API.

This just tells me that you have not the faintest clue about *any* OS kernel programming.
"sub-optimal decisions and compromises" and "GPT and exFAT" are entirely unrelated.
