You don't technically need it, and it simplifies implementations. Sure, it can be useful, but it's not mandatory. This is not a strict limitation but more of a design restriction (optimization?). You don't have to agree, but I think it's reasonable. You can't please everyone (although C++ certainly tries!). It's just yet another way of doing the same thing.
