I don't see how that would work. Users are usually not so easily forced, and hardware vendors have competition to reckon with.

Even if, it would only start to matter many years after the Vista release.

They needed a new driver model for the DRM stuff. But the DRM drivermodel implementation blew up into their face, and they were already late, cutting compatibility bits here and there.

I do think they also wanted to kill drivers that were effectively pre-XP, but that worked under XP, to not get caught in such similar problems again.
