Then the answer is no. As far as I remember MS-DOS 7.00 (from Windows 95) has LBA support; MS-DOS 7.10 (from Windows 95 OSR2, Windows 98 and 98 SE) has both LBA and FAT32 support. (MS-DOS 8.00 from Windows Me [and on the Windows XP MS-DOS bootdisk] seems mostly a hacked 7.10 with some kernel compression.)
