Possible fix for cwsdpmi trouble (Announce)

I scrutinized cwsdpmi's behavior. It looks like cwsdpmi in v86 uses VCPI only to allocate memory, XMS isn't used at all. That isn't optimal, since VCPI memory is restricted; see the MAX=xxx option in jemm, default is 128M, best compatibility is 32M. cwsdpmi still works if VCPI mem is out, but only because of its swapfile usage, decreasing speed.

I checked Jemm's EMS/VCPI memory handling and found a bug, which might have caused the troubles. There's a chance that the newest prerelease fixed the issue:
