It's actually an accidental Win2k3 "security" bug that at least one person says will be fixed in SP1:

And BTW, there's no V86 mode under 64-bit "long mode" (non-emulation mode), so you have to emulate the 16-bit subsystem (like DOSEMU supposedly does).
