Windows Explorer is a good sample for a "user-level" file manager which would have told if such apps report an error if FAT32 files > 4GB are copied or if they silently truncated such files.

btw, I wrote an open source Explorer clone with the very same design. I mention that to make you aware that you are about to loose credit with your kind of "arguments".

And I bet you don't care either. This indeed makes you the preferred tester for FAT32+ compatibility.

Yes, definitely. To extend DOS on such a sensible field reasonable persons with a mind open for criticism are needed. They also must care about Windows and other OSes.
