Because it allows them to charge the fee you mentioned. Everything that decreases profits is a threat to their business.

You don't know what you're talking about. Linux would never use exFAT as its primary FS, no, but it will add support for mounting & using exFAT.

I highly doubt there's any difference between adding exFAT support and having FAT32 support.
